Cumberland graduated with honors from the University of Maryland in 1976 and received his Juris Doctor Degree from the University of Baltimore in 1980. While in law school he clerked for the Honorable Perry G. Bowen, Jr. He was admitted to practice before the Maryland Court of Appeals in 1981 and the U.S. District Court in 1982. John L. Erly earned his Bachelor of Arts degree from Dickinson College in 1985 and in 1990 received his Juris Doctor Degree from the National Law Center at George Washington University.
